Behind every statistic is a family forever changed. These are documented cases — with real names, real dates, and real sources — where CDL fraud, non-domiciled license abuse, and unqualified commercial drivers caused preventable tragedies on American roads.
All cases are sourced from public news reports, official government agency releases (DHS, DOT, FMCSA), and court records. Names are used respectfully to honor those affected and to advance life-saving policy reform.

Traumatic Brain Injury — Life Permanently Altered
Six-year-old Dalilah Coleman suffered a devastating traumatic brain injury when Partap Singh — an illegal alien from India operating a commercial 18-wheeler — caused a multi-car pileup. Her father Marcus Coleman described it: "I lost my daughter that day. I lost the little girl who used to run down the driveway when I pulled up." Dalilah now requires a wheelchair. Singh had a federally-approved Employment Authorization Document — which was renewed by the federal government even after the accident occurred. This case became the namesake of The Dalilah Law Initiative.

3 People Killed
Herby Dufresne (30, Florida City), Rodrigue Dor (54, Miami), and Faniola Joseph (37, Pompano Beach) were traveling in a minivan when Harjinder Singh — an illegal alien from India who had failed the CDL test 10 times in 2 months — made an illegal U-turn at an "Official Use Only" turnaround on the Florida Turnpike. Singh blocked all northbound lanes; the minivan was wedged beneath the trailer. Rodrigue Dor and Faniola Joseph died at the scene. Herby Dufresne was extricated and flown to the hospital but died that evening. Post-crash testing revealed Singh failed an English proficiency exam, answering only 2 of 12 questions correctly and identifying just 1 of 4 highway signs.

4 Killed — Truck Failed to Brake
Four members of the Amish community were killed in Indiana when undocumented truck driver Bekzhan Beishekeev allegedly failed to brake and swerved into a van carrying 15 people. The van was carrying members of the Amish community. Beishekeev, who was in the country illegally, should never have been behind the wheel of a commercial truck. The crash prompted immediate calls for federal action on undocumented CDL holders.

4 Killed, Others Injured
An illegal alien semi-truck driver who had been issued a commercial driver's license by Pennsylvania killed four people in Indiana. ICE arrested the driver on February 5, 2026 — the same day as the Driver Legitimacy Summit in Atlanta. The driver had entered the U.S. illegally and obtained a Pennsylvania CDL. The Osman Aden crash on Interstate 69 sent the victim's truck into a concrete barrier where it struck trees. The case drew immediate national attention and was cited by DHS Secretary Kristi Noem as a direct result of CDL verification failures.

Killed — Red Light Ran by Illegal Alien Driver
Singh Sukhdeep, an illegal alien semi-truck driver, allegedly ran a red light in Indiana, killing an Indiana man in the collision. The destroyed Chevrolet truck at the scene was photographed and circulated by Fox News. The case was one of several high-profile CDL-related fatalities that led to congressional scrutiny of the non-domiciled CDL issuance process and accelerated calls to federally standardize CDL verification.

Multiple Fatalities — Federal Investigation Opened
After a series of fatal Indiana crashes involving non-domiciled CDL holders, a pattern emerged: illegally present individuals had acquired CDLs through fraud — using family members' licenses or exploiting gaps in state verification systems, bypassing safety standards entirely. FMCSA opened federal investigations. Four trucking companies were shut down: KG Line Group Inc., Tutash Express 1 LLC, RPM Hauling, and Valcins Trucking LLC. ICE reported a semi driver had been given an Indianapolis-issued CDL despite entering the U.S. illegally and being linked to a pedestrian crash.

These cases represent a systemic failure — not individual bad luck. When the verification system breaks down at the point of licensing, at the dock, or at the point of freight pickup, innocent people pay the price. The Dalilah Law Initiative exists to close these gaps before another family is destroyed.
