Retired State Trooper with more than two decades of public service in commercial motor vehicle enforcement, hazardous materials response, and law enforcement instruction. Served with the North Carolina Department of Public Safety from January 2003 through February 2021, following earlier service with the North Carolina Department of Transportation as a Commercial Motor Vehicle Enforcement Officer. Throughout his career, he specialized in commercial motor vehicle intrastate rules and regulations, motor carrier enforcement, crash investigation, and post-crash inspection. He was extensively involved in hazardous materials operations, serving on the NC State Highway Patrol Haz-Mat Team and holding certifications as a Hazardous Materials Technician, Radiological Specialist, and Explosives and Haz-Mat Instructor. He is MERRTT/T-MERRTT certified and served as both an instructor and evaluator in multiple emergency response disciplines. His instructional background includes serving as an Incident Command System Instructor, Law Enforcement Ethics Instructor, Firearms Instructor, Concealed Carry Instructor, and General Instructor. He holds CVSA Level I, II, III, and VI certifications and served as a CVSA Field Training Officer and Field Evaluator. He also served on the Colonel's Advisory Board, contributing to policy, training standards, and operational guidance. Earlier in his career, he served as a Commercial Motor Vehicle Enforcement Officer with NCDOT from February 1999 to January 2003. In that role, he conducted size and weight enforcement, served as a Field Training Officer, and acted as an agent for the United States Department of the Treasury and the North Carolina Department of Revenue on motor fuel tax evasion investigations.

Keith serves as an Investigator for the Georgia Peace Officer Standards and Training Council (GA POST), where he is involved in oversight and standards related to law enforcement professionalism and accountability across the state. Now, as VP of Operations for CargoNet, Keith leads operational oversight, investigative coordination, and member training focused on preventing cargo theft and freight fraud nationwide. His background uniquely positions him to speak to one of the most urgent issues in transportation today: how unauthorized and improperly vetted drivers create systemic exposure for carriers, brokers, shippers, and insurers. Keith's career in transportation began early. While still in high school, he worked at his father's trucking company, driving a tractor-trailer and learning the business from the ground up. After graduation, he continued working in the family operation while earning a degree in Criminal Justice. Following the sale of his father's company, Keith advanced into leadership roles with three global logistics organizations. His logistics career culminated as a General Manager overseeing a just-in-time (JIT) automotive operation in Graz, Austria, where precision, timing, and operational discipline were critical to success. In 2000, Keith transitioned from logistics to law enforcement, serving as a Task Force Agent with the Georgia Bureau of Investigation Major Theft Unit. In that role, he participated in undercover and sting operations focused on organized theft activity, gaining firsthand experience with the criminal side of freight, cargo, and transportation networks.

Justin Olsen

Justin Olsen has 35 years of experience as a transportation attorney focused particularly on freight brokers and other intermediaries and is recognized nationally for his expertise in identifying and developing innovative solutions to mitigate legal and practical risks in the transportation sector. Prior to recently joining LogistIQ Insurance Solutions as VP Legal, Risk and Stakeholder Relations, Olsen served for 10+ years as VP Legal & Risk for England Logistics, Inc., a nationally leading 3PL brokerage, where he oversaw all of the legal, risk and compliance issues for the company and was a member of England Logistics' Executive Team. Olsen has also recently served as a member of Transportation Intermediary Association's ("TIA") Board of Directors and serves on numerous TIA Committees and Task Forces, including currently serving as the Chair of TIA's In-House Legal Committee. Olsen first started in the transportation industry in 1989 working in-house for two different large motor carriers. He was then in private law practice for over 20 years, with a heavy emphasis and focus on truck transportation and brokerage, along with other transportation related areas, including freight invoice factoring. Olsen was co-founder of the Salt Lake City law firm of Olsen, Skoubye & Nielson, LLC in 2002 (n/k/a Skoubye, Nielson, Johansen & Baxter, LLC) – a firm that he helped grow to about ten attorneys prior to his joining England Logistics in 2015. Avante has four years of experience as a CDL instructor, where he provided both classroom and field training for aspiring commercial drivers. His instruction covered federal and state regulations governing interstate and intrastate operations, pre-trip inspections, coupling and uncoupling procedures, backing and maneuvering techniques, driver log compliance, and safe operation in urban and highway environments.
